The Minnesota Department of Education strives to be an innovative education
agency serving a wide range of customers: approximately 850,000 K-12
students and their families; 118,000 young children participating in
a variety of early learning programs including Head Start and ECFE;
82,000 adult learners participating in adult education programs including

Vision, Strength, and Access
Arts of Minnesota
V S A arts of Minnesota works to create a community where people with
disabilities can learn through, participate in and access the arts.
It was founded in 1986, is an affiliate of V S A arts in Washington
D.C. which was founded in 1974 by Jean Kennedy Smith. V S A stands
for Vision, Strength, and Access. It is a non-profit agency that provides
programs and services that make the arts available and accessible to
Minnesota people with disabilities. V S A arts of Minnesota is dedicated
to ensuring that music, theater, dance, creative writing, and visual
and media arts play a part in the lives of all people. In addition,
V S A arts of Minnesota believes that experiences in the arts enhance
personal growth, increase educational achievement and enable career
success. Participation in the arts promotes acceptance and inclusion
in all aspects of life.
Minnesota DeafBlind Technical Assistance Project
The technical assistance team has been recognized nationally as a truly unique staff consisting of a parent, educator and pediatrician. This combination allows for a holistic look at each child, their family and education team. Project staff are available for on-site visits to homes or schools to provide technical assistance as needed. This may include consultation with parents, teachers, related staff members, and school administrators. We help families and educators understand the impact of combined vision and hearing loss on development and learning.
We can help staff with individualized programs for children based on student need. We refer teams to other resources in the community and provide networking opportunities for teachers, workshops, and training opportunities. We help with program development regionally and statewide.
Deaf Bilingual Coalition
The Deaf Bilingual Coalition is a grassroots group even though many of us are considered professionals in our areas. We are involved more as a community of people who are concerned about the current situation of denying access to American Sign Language for Deaf and Hard of Hearing infants and children during the critical years of development.
The idea of "coalition" is considered important for DBC's identity. The people involved in DBC should be those who desire to make positive changes by promoting public awareness of the serious situation that Deaf infants and their families are in.
DBC stands by its mission and continues to promote a clear vision that we support ALL Deaf infants and children to have access to ASL from birth and to be fluent in ASL and English (bilingual). DBC is not against speech and listening training as long as it is partnered with ASL. DBC's goal is to educate those who impact the lives of Deaf infants and children and find common ground to end the long-time friction between groups who have different philosophies on communication approaches.
DeafBlind Connection
The DeafBlind Connection was organized in response to a need to provide a series of coordinated services and programs to DeafBlind students enrolled in the Minnesota State Academy for the Blind (MSAB) and the Minnesota State Academy for the Deaf (MSAD). These schools functioned separately and the two respective staffs had expertise in providing vision or deaf educational-services but not for dual sensory loss students.

Minnesota Hands and Voices
MN Hands & Voices’ mission is to build better lives for children who are deaf and hard of hearing by providing parent-to-parent support to families throughout Minnesota . There are six trained Parent Guides located outside of the metro area to assist families in greater Minnesota as well as staff located in the metro area to continue to assist families and offer support throughout Minnesota . All of our Parent Guides are themselves, parents of children who are deaf and hard of hearing and are passionate about supporting families with whatever personal choices they make regarding their child’s hearing loss. Parents contacting MN Hands & Voices can obtain information about a wide variety of topics such as American Sign Language, educational options, Cued Speech, parenting, cochlear implants, and auditory training.
Services include: information and referral, lending library, newsletter, educational and social programs, fact sheets, a resource directory, and connections to other parents with children who are deaf and hard of hearing. The program's website has many sections that can assist families in better understanding key issues and options.
